Charity fees for personal cards are proposed to be banned

Deputies propose to introduce special charity accounts for collecting donations. This will make it possible to ban donations to personal cards, Olga Zanko, deputy chairman of the State Duma Committee on Civil Society Development, Public and Religious Associations, said at the St. Petersburg International Legal Forum.

"It is very difficult to understand whether the money was actually spent on assistance or whether someone pocketed it. It is very difficult to understand how much of the funds raised went to help. Today, the forum discussed precedents when private individuals raised funds for the treatment of a child, and the Circle of Goodness foundation helped the child. Therefore, very delicate regulation is required here. We need to ensure transparency and not create additional barriers to the development of charity," she said.

To solve the problem, a working group under the State Duma Committee is discussing the introduction of a number of measures to create a transparency system: mandatory collection to individual charity accounts instead of personal cards, the creation of an open register of individuals who organize fees with easy registration through Gosuslugi, and the introduction of convenient and simple digital reporting.
