In pursuit of money: the detective confessed to the murder and named the customer

The high-profile investigation into the "werewolves in uniform" who carried out contract killings at the beginning of the century is gaining new details. Former RUOP employee Leonid Rakogon stated at a confrontation that ex-president of FC Lokomotiv Sergey Lipatov ordered him to kill lawyer Alexander Fominov for $ 200 thousand. Details can be found in the Izvestia article.
He said it to my face
Rakogon mentioned the name of the alleged customer of the murder of lawyer Fominov in 2002 during a confrontation with the accused Lipatov (the material is at the disposal of the editorial office). As previously reported by Izvestia, in early May, the Basmanny Court arrested Sergei Lipatov, ex-chairman of the board of directors of Transtelecom, co-owner of Intertrastbank and ex-chairman of the board of directors of FC Lokomotiv, on charges of murder. According to the investigation materials, we are talking about the massacre of the director of the Inyurconsult law firm, adviser to the head of the Ministry of Railways, Alexander Fominov. The lawyer was killed on March 15, 2002 in the Moscow region, and the killers managed to escape.
A long-term investigation led the UK staff to Leonid Rakogon, a former employee of the 5th department of the RUOP. He was suspected of organizing the murder of Fominov for Lipatov's money.
The power "roof"
According to Rakogon's testimony, he met Lipatov in 1993, when he served as head of the department of the 5th RUBOP department of the Moscow Police Department. According to Rakogon, at that moment, a certain Oleg Mikhalev was transferred to his department. Rakogon claims that it was Mikhalev who told him that he had someone who served in the SOBR unit who could commit the murder of a man.
Further, the former fighter against organized crime said that at about the same time, an employee of Lipatov's security service contacted him, who was looking for acquaintances among RUOP employees in case he had problems with criminals. "We talked periodically, we had normal friendly relations," Rakogon said in the protocol of the investigative action.
A target for sobrovtsy
According to Leonid Rakogon's testimony, in February–March 2002 Lipatov told him that he had business problems that needed to be solved. They say that there is a person who poses a threat, and he needs to be eliminated. "I said that I couldn't do it, but I would check with my friend, meaning Mikhalev, whom I mentioned, and maybe they would take it up," the protocol says. Lipatov, according to the testimony, promised to pay $ 200 thousand for this.
Meanwhile, by the time of the crime, Oleg Mikhalev was already working for the FSB. Rakogon informed him that there was a murder order. Mikhalev initially took a break, but later called back and said that some people were "ready to resolve this issue." Further, Rakogon claims that he met with Lipatov, who gave him two addresses of the victim (one in the Moscow region, the other on Novy Arbat), and also indicated the license plate number and passed a photo of Fominov. The data was transferred to Mikhalev.
The commission is 50%
During the confrontation, Leonid Rakogon stated that he had phoned Lipatov and demanded money for the murder. According to Rakogon, the money was transferred through an office employee. "I had to come to the Dorogomilovsky market area to the office. Then I came to the office, where I took money in the amount of $200,000 from Lipatov's employee, that is, the amount we agreed on," the accused said at the confrontation.
After that, Rakogon called Mikhalev and informed him that the money was in his possession. After a while, Lipatov called him and said that the lawyer had been killed. On the same day, Mikhalev also called Rakogon, and the men arranged a meeting. On the embankment near the World Trade Center, a RUOP operative handed over money in the amount of $100,000 to an FSB officer for the murder. The remaining $100 thousand. I kept the ration for myself.
The former policeman told investigators that after some time he met with Mikhalev again, who "showed a memorandum stating the circumstances of the murder and the theories put forward."
Word against word
During the confrontation, Lipatov stated that he denied his involvement in the murder of the lawyer. According to him, he "did not apply for the murder, did not hand over any documents, did not give addresses, documents, car numbers, did not pay for any services, did not give orders to any of the office staff to give Rakogon $ 200 thousand." The entrepreneur claims that ruopovets was familiar with a certain businessman Markelov, who rented an office from him. According to Lipatov, Markelov was interested in promoting his business interests in Russian Railways, and by this time Fominov had the necessary connections to solve the problems. "I have heard from Fominov and Markelov several times that there were disagreements and tensions between them. Perhaps Rakon did not come to the office for money to my employee or at my call. I have nothing more to add," Lipatov told the investigator.
Rakogon, in turn, stated that Markelov's last name was unknown to him.
The shooting in Odintsovo
Fominov was killed on March 15 in the Odintsovo district of the Moscow region in the rural village of Agrarnik near the village of Butyn. He died from a chest wound at his dacha, where he was taken while waiting for an ambulance. At the time of the murder, the man was 52 years old, he was in charge of the Inyurconsult company, Kommersant wrote.
The case of operas
The investigation into Fominov's murder is just one of the criminal episodes related to a group of security forces involved, according to investigators, in more than 40 contract killings. Leonid Rakogon served for a long time under the guidance of former detectives of the Moscow RUOP Alexei Darkov and Sergey Lomov. By the way, the names of detectives Darkov and Lomov have been repeatedly linked in the press with the defeat of the Kurgan criminal group and other organized criminal groups.
