Foreign businesses that want to return to Russia should not create obstacles in the form of special registers, labels and increased tax burden. German Koveshnikov, a lawyer at the tax practice of NSV Consulting, shared this opinion with Izvestia on May 19.
"It is much more logical to encourage foreign businesses to return, for example, by maintaining pre—existing conditions, rather than increasing the tax burden by 40%, which in some way violates one of the fundamental principles of Russian taxation — the principle of non-discrimination," he said.
According to him, a "very smooth" return of foreign business should not be expected, and certain conditions can be put forward, but they should not be harsh and discriminatory. In addition, Koveshnikov added, existing restrictions on "unfriendly" company participants should also be changed.
"Either they should be abolished, or they should be seriously redesigned so that foreign businesses can operate normally, since it is not the best option to constantly obtain permission from the government commission or the Central Bank of the Russian Federation for a particular operation, which may not be granted, or to have a virtually complete ban on a number of investment transactions (especially loans). a business option," he explained.
The expert noted that it is also necessary to create conditions for foreign businesses to earn in the Russian Federation and receive this profit outside the country.
On May 13, Russian President Vladimir Putin announced personal appeals from large foreign companies asking him to allow them to return to the Russian market. According to him, apologies from Western brands alone will not be enough, especially in cases where foreign businessmen have transferred money to support the Armed Forces of Ukraine (AFU).
