It is proposed to establish an increased maternity allowance for full-time students in Russia. Such a bill was developed by the Ministry of Labor. The bill proposes to amend the Federal Law "On State Benefits for Citizens with Children", concerning an increase in the amount of maternity benefits for women in education, said Vladimir Gruzdev, Chairman of the Board of the Association of Lawyers of Russia (AYR).

"The draft law under consideration proposes to increase the amount of maternity benefits for full—time students in professional educational organizations, educational institutions of higher education, educational institutions of additional professional education and scientific organizations to 100% of the minimum subsistence level for the able-bodied population established in the subject of the Russian Federation at the place of residence (stay) or actual residence," he said. At the same time, it is assumed that the allowance will be assigned and paid by the Social Fund of Russia at the expense of the federal budget.

Gruzdev added that currently maternity benefits are paid to women students in the amount of a scholarship for 140 days of sick leave and actually range from 9.3 thousand to 23.3 thousand rubles.

"Starting from January 1, 2025, the federal minimum subsistence level for the working-age population is 19,329 rubles. At the same time, such a living wage may be increased by regional legislation, which will also affect the amount of benefits. It is assumed that the average benefit amount will be 90,202 rubles. In this regard, the proposed changes make it possible to multiply the amount of benefits for women students and may further stimulate an increase in the birth rate in the country," concluded the Chairman of the Board of the AYR.

Earlier, on January 5, the press service of the Social Fund of Russia reported that in 2025, maternity benefits may exceed the amount of 1 million rubles. The exact amount of the payment depends on the salary of the woman.
