Delivery robots may become road users in Russia

In Russia, it is planned to regulate the status of delivery robots, they can be legally made full-fledged road users and, in fact, introduce separate traffic rules for them. The draft experimental legal regime (EPR) for robo-delivery was developed by Yandex, which sent it to the Ministry of Economy, Kommersant reported on May 19. It is possible that after working out the EPR, provisions about rovers will be written into federal legislation, amendments will be introduced to the law "On Road Safety" and to the traffic regulations.

It is assumed that delivery robots will become new participants in the movement with an "automated control system," but they will not be considered vehicles. Each robot is equipped with numbers for reading by city cameras and a QR code on board.

Rovers will be allowed to move along roadsides or the right edge of the roadway, sidewalks, pedestrian and bike paths. The maximum speed limit will be 25 km/h (10 km/h on sidewalks, 6 km/h on pedestrian crossings).

It is planned to introduce compulsory insurance for robots. If the device caused damage to health or property due to the company's fault, the victim can claim up to 500 thousand rubles. If there is no damage to health and life in an accident, and the other participant in the accident has no claims against Yandex, they will be allowed to leave the scene without paperwork and calling the State Traffic Inspectorate. It is claimed that not a single case of serious damage occurred with the participation of automatic deliverers, however, several minor incidents were recorded.

On May 15, it was reported that new developments in the field of unmanned aircraft and flying delivery robots were presented at the HeliRussia exhibition. One of the key innovations is the unmanned aircraft of the United Aviation Corporation (UAC), which is designed for automatic cargo delivery.

On December 16 last year, it became known that a pilot project was launched on the Russian market to insure delivery robots that transport small loads, parcels, groceries and deliver food from restaurants.
