In Russia, it was proposed to use cars localized in the country in carsharing. The author of the initiative is Andrey Kutepov, head of the Economic Committee of the Federation Council. The bill was sent for review to the government of the Russian Federation, RIA Novosti reported on May 19.
"Currently, systematic work is underway to fill the market with highly localized cars (for example, when providing passenger transportation services by passenger taxi). At the same time, the segment of car—sharing cars is not fully affected within the framework of this work," the explanatory note to the bill says.
It is assumed that the localization level of such machines will correspond to that used for public procurement (at least 3.2 thousand points). This implies a high proportion of Russian components in cars and their assembly in Russia. Kutepov pointed out that the share of Chinese cars in the fleets of some carsharing operators, according to various sources, ranged from 30% to 50% in 2023.
On May 13, a bill providing for the transfer of taxi companies to Russian cars was adopted by the State Duma immediately in the second and third readings. According to the document, starting from March 1, 2026, cars for passenger transportation are allowed to be purchased only by domestic companies — they must be produced by Russian concerns, the degree of localization of car elements must be high, and a points system is being introduced to evaluate it.
On February 27, it was reported that in 2024, the Volkswagen Polo, Kia Rio X-Line and Jetta VS5 became the most popular carsharing cars in the Economy category. Haval Jolion, Geely Coolray and Chery Tiggo 4 are the leaders in the Comfort category, while in Business and Premium, Russian drivers most often chose Toyota Camry, Exeed RX and Geely Monjaro.
