Gazprom, together with the Government of the Russian Federation and the Government of the Republic of Karelia, has been instructed to build and commission the Volkhov—Murmansk gas pipeline by 2030. The corresponding task is formulated in the list of instructions of Russian President Vladimir Putin, published on May 17 following a working trip to Murmansk.

"Taking into account the previously given instructions to ensure the completion of construction (at the expense of extra—budgetary sources) and the commissioning of the Volkhov—Murmansk main gas pipeline by 2030," the document says on the Kremlin's website.

The report must be submitted to the head of state by July 1, and thereafter once a year. Mikhail Mishustin, Prime Minister, Alexey Miller, Head of Gazprom, Andrey Chibis, Governor of the Murmansk Region, and Artur Parfenchikov, Head of Karelia, were appointed responsible.

Currently, the Murmansk Region, with the exception of several municipalities, uses only heating oil for heating, and there is no gasification in the region. The approximate cost of the construction of the Volkhov and Murmansk gas pipelines is estimated at more than 300 billion rubles. The length of the structure will be more than 800 km, and the capacity will be 40 billion cubic meters of gas per year. The Murmansk LNG Liquefied Natural gas (LNG) production project will provide fuel to consumers in Karelia and the Murmansk Region.

The Russian president also ordered the reconstruction of airports in Vorkuta and Naryan-Mar in 2027-2030. In addition, Putin ordered the construction of a new air harbor in Efremov Bay on the Taimyr Peninsula in 2027-2029. Another point of the order is the development and approval of a financial, economic and organizational model for the formation of the Transarctic transport corridor St. Petersburg - Murmansk – Arkhangelsk – Vladivostok.
