The clause on the Nord Stream and Nord Stream – 2 gas pipelines, which they want to include in the next package of anti-Russian sanctions of the European Union (EU), will be aimed at ensuring that the pipelines are no longer restored, and investors do not want to invest funds for their commissioning. This was announced on May 16 by the official representative of the European Commission (EC) Paula Pinho.

"We don't know what will happen. Nord Stream 1 can be restored. Nord Stream 2 can, theoretically, get a license. The idea is to discourage investors from wanting or interested in using Nord Stream in the future," Pinault said at a briefing in Brussels. The broadcast was carried out on the website of the audiovisual service of the European Commission.

EC President Ursula von der Leyen also said that in the next package of sanctions, the European Union could lower the "ceiling" on Russian oil prices and strengthen restrictions against the Russian financial sector. It will also include sanctions against Nord Stream 1 and Nord Stream 2.

The German newspaper Berliner Zeitung reported on May 13 that the US authorities support the resumption of Russian gas supplies via the Nord Stream–2 pipeline. The publication noted that American companies could acquire shares in both Nord Streams or buy Russian gas, then reselling it to Europe.

Prior to that, on April 25, Russian Ambassador to Germany Sergey Nechaev called the possible restoration of the Nord Stream and Nord Stream–2 pipelines a matter of the political will of the German and US authorities. According to Nechaev, there are many businessmen among the new American administration who know a lot about economics and can deal with a deal to restore Nord Streams.

Finnish Foreign Minister Elina Valtonen said on May 15 that the European Union would immediately begin developing the 18th package of sanctions against Russia, noting that the adoption of the 17th package was absolutely the right decision. On May 14, the EU ambassadors agreed on the 17th package of sanctions against Russia.
