The Ministry of Finance has increased the plan for collecting fines by eight times


The Ministry of Finance of the Russian Federation has increased the forecast for the collection of funds received from violators of traffic rules by eight times. In the current fiscal year, this figure may amount to 52.8 billion rubles instead of the initially projected 6.4 billion rubles, Vedomosti reported on May 16, citing materials to the draft law on changes to the budget.
The amount of several billion rubles for the federal budget, which reaches almost 40 trillion, is a penny, and budget adjustments for fines are almost technical in nature, explained Vladimir Klimanov, director of the RANEPA Center for Regional Policy.
The money from fines for traffic violations goes entirely to the federal budget only if this fine was imposed by a federal judge or other government official. The main part goes to the regional budgets of the subject where the corresponding violation was revealed, Klimanov explained. The regions use fees from fines for the development of road infrastructure and the installation of new cameras, the note says.
On January 1 of this year, amendments came into force, which reduced the discount rate from 50% to 25%, from which a motorist can promptly pay a fine for violating traffic rules. Also, 30 days are now allocated to pay the fine with a discount instead of the previous 20.
On April 16, the State Duma reported that the bill, which proposes to give drivers a 50% discount for paying fines within 20 days after traffic violations, has been developed and sent for review to the government.
