Vologda region has actively joined the program of the President of the Russian Federation Vladimir Putin to solve the demographic problem, launching the program "Family — stronghold of the Russian North". Georgy Filimonov, Governor of the Vologda Region, told Izvestia about this on May 14 at the All—Russian forum "The Health of the Nation is the foundation of Russia's Prosperity."

"The current program includes components such as: payment to a young family if members of the young family — either dad, mom, or both parents — study at a university, compensation for tuition fees per year up to 91 thousand rubles at the expense of the regional budget, we compensate for tuition," he said..

As measures to increase the birth rate, it is planned to pay 100 thousand rubles to a young woman under the age of 25, who decides on the birth of her first child. As well as the regional maternity capital of 150 thousand rubles for the birth of the fourth and subsequent children. 300 thousand rubles will be allocated from the federal capital for the birth of the third and subsequent child. Another 500 thousand rubles for a young family — as subsidies for improving housing conditions.

"Another important point is the payment of 5,000 rubles to each doctor of the antenatal clinic in order to dissuade from having an abortion, and the payment of 25,000 rubles for bringing this pregnancy to delivery. This year, we have renovated 10 women's clinics in the Vologda region. This work will continue," Filimonov said.

During the forum, the governor clarified that a total of 395 million rubles had been allocated for the Family — the Mainstay of the Russian North program.

According to him, the demographic program will work in several important areas. Among them are the establishment of rules for the sale of alcoholic beverages, the popularization of sports and a healthy lifestyle, and the development of the education and healthcare system. The introduction of new measures to support our citizens and the prevention of abortions.

For example, restrictions on the placement of alcohol markets in apartment buildings have been introduced for the sale of alcoholic beverages in the region. Retail sale of alcoholic beverages on weekdays is allowed only for two hours: from 12:00 to 14:00. On weekends and holidays — the usual mode.

"The results were not long in coming. According to the data for March–April, compared to the same period last year, the volume of retail sales in alcohol supermarkets decreased by almost 52%. 52% in alcohol markets, and by 26.5% in the region as a whole. Further, alcohol consumption per capita decreased by 1 liter 570 ml. For comparison, in March last year, this figure was 10.88 liters per capita," Filimonov said.

Also, according to the regional Ministry of Internal Affairs for March-April of this year, compared with last year, the number of alcohol-related violations decreased by almost 30%.
