The Russian delegation will be expecting a delegation from Ukraine at the talks in Turkey and openly declares its position. This was announced on May 14 by Kremlin spokesman Dmitry Peskov.
"All the theses are on the table. The Russian delegation will be in Istanbul on Thursday ready for negotiations and will be waiting for the Ukrainian side," he said on Channel One.
Earlier in the day, Russian Presidential aide Yuri Ushakov said that the Russian delegation in Istanbul would discuss both political and technical issues, based on which its composition would be determined. Ushakov did not specify whether he would be part of the Russian delegation to the talks with Ukraine in Istanbul, saying that he was working in Moscow.
Russian President Vladimir Putin announced at a press conference on May 11 that Russia was offering Ukraine to resume direct talks in Istanbul on May 15.
