It is assumed that President Luiz Inacio Lula da Silva may be on board. Earlier that day, during a press conference in Beijing, the Brazilian leader made it clear that he wanted to discuss the negotiation process on the Ukrainian issue with Russian President Vladimir Putin in Moscow.
