The Eastern Administrative District (VAO) has become a leader in the growth of the number of new building projects in Moscow: their number has more than doubled in five years. This follows from the data of Metrium analysts, which was reviewed by Izvestia on May 15. There were 13 projects in the first quarter of 2020, and 27 in the same period of 2025.

The closest dynamics was observed in the Troitsk Administrative District (New Moscow), where the number of projects increased from three to six. The remaining districts showed significantly lower growth. In the Novomoskovsk district, the number of projects increased from 26 to 40 (by 54%), in the Southern District — from 29 to 42 (by 45%). There was a decrease in three districts: in the Northern District, the number of projects decreased from 49 to 38 (by 22%), in the Central District from 101 to 80 (by 21%), and in the Southwestern District from 17 to 16 (per project).

"The Eastern Administrative District has many advantages in terms of development. First of all, this is a large number of spacious sites for the implementation of new large projects with a large territory, its own infrastructure, and non—standard architecture," said Lilia Artsibasheva, Commercial Director of Regions Development.

At the same time, the VAO entered the top five districts with the largest increase in the average cost of 1 sq. m. m for the last five years. The Central Administrative District became the leader of the price increase, where the average cost of a "square" increased from 740 thousand to 1.94 million rubles. In second place is the Southern Administrative District with an increase from 237 thousand to 491 thousand rubles. In the Eastern, Northeastern and Southeastern administrative districts, prices have approximately doubled: in the Eastern District — from 208 thousand to 416 thousand rubles, in the Northeastern - from 224 thousand to 448 thousand rubles, and in the Southeastern — from 190 thousand to 381 thousand rubles per square meter. m.

Experts noted that the district is becoming a prestigious place of residence for wealthy citizens. If in 2020, out of 13 construction projects, 10 belonged to the mass segment, then in 2025, out of 27 projects, nine belong to the business class and eight more belong to the premium class. Thus, the share of new buildings in the high-price segment has increased significantly.

"The prestige of VAO has increased significantly and continues to develop due to the release of new projects in the business and premium segment. As a result, the average price of a meter in the district has increased by 30% over the past three years. Buyers choose the VAO for a number of reasons: its proximity to the Central Administrative District, well—developed transport accessibility, as well as the presence of large park areas in the district, such as Sokolniki Park with a total area of more than 500 hectares," explained Kristina Nedrya, Director of Commercial Management at STONE.

Ruslan Syrtsov, Managing Director of Metrium, added that the market volumes in the Southern Administrative District and the CAO had decreased, while more construction was being carried out in the south, east and west of Moscow.

"In many ways, these changes are accidental and related to a change in the supply of construction sites. But we can say for sure that developers have stopped categorically considering some areas as prestigious and others as unattractive. In Moscow, infrastructure and landscaping, as well as the conversion of industrial zones, have been developing efficiently and evenly over the past 15 years. This made it possible to implement projects of different classes (including high ones) in those districts where it was previously impossible," the expert said.

Earlier, on May 13, it was reported that secondary housing prices rose in Russia in April. The cost of 1 sq. m. m increased by 0.7% on average in cities with a population of one million, to 142 thousand rubles, according to the data from the Yandex Real Estate service. Perm became the leader in price growth, Rostov-on-Don came in second place, and Yekaterinburg came in third.
