Russia is preparing to adopt a bill that significantly expands the powers of the traffic police in matters of revoking driver's licenses. Alexander Khaminsky, a lawyer and head of the Center for Law Enforcement in Moscow and the Moscow Region, explained in an interview with Izvestia on May 14 that the new regulations would change the procedure for identifying medical contraindications for drivers and introduce the digitalization of medical certificates.

According to him, currently the grounds for revoking a driver's license are contained in the Decree of the Government of the Russian Federation on admission to driving vehicles. The main reasons include the identification of forged documents, the presence of medical contraindications, or the death of the identity card holder. However, as Khaminsky notes, the existing system for monitoring the health of drivers has a significant flaw.

"However, it was possible to identify medical contraindications only once every ten years, when the driver changed his license to a new one due to expiration," the expert explained.

He clarified that the new bill offers a fundamentally different approach. Now, if a motorist shows signs of medical contraindications to driving during a medical examination, routine medical examination or a routine visit to a polyclinic, he will be required to undergo an emergency examination. If the diagnosis is confirmed, the information will be entered into the database of the Ministry of Health and automatically transferred to the traffic police, which will revoke the driver's license.

"At the same time, failure to attend an emergency examination will also lead to the cancellation of the driver's license," Khaminsky warned.

Another important innovation will be the complete digitalization of medical certificates. They will be converted to an electronic format and connected to the unified database of the Ministry of Health. This will make it possible to promptly transmit information about the health status of drivers directly to the traffic police, eliminating the possibility of forgery of documents and significantly increasing control over compliance with the requirements for admission to driving.

Earlier, on May 14, it was reported that the State Duma is preparing to adopt a government bill that expands the rights of the State Traffic Inspectorate to revoke and revoke a driver's license. The expected date of entry into force of the amendments is March 1, 2026.
