Taxi drivers will be checked for taxes and the availability of OSGOP


The federal taxi system FGIS Taxi will include data on the Russian population, a significant part of which (about 2.5 million) work as self-employed carriers. This follows from a draft government decree that wants to check taxi drivers for professional income tax in this way. The explanatory note to the document was reviewed by Izvestia on May 13.
"The list of information systems and information resources with which FGIS Taxi interacts is supplemented by a unified federal information register containing information about the population of the Russian Federation," the document says.
It notes that the tasks provided by FGIS Taxi include information support for the creation and operation of a centralized database of passenger taxi carriers, passenger taxis and passenger taxi ordering services, as well as improving the reliability of information in the field of passenger and baggage transportation by passenger taxi.
"For the implementation of these tasks, as well as for the organization of interdepartmental verification of information about professional income tax payers, the FGIS Taxi is supplemented by the federal population information register," the explanatory note says.
In addition, according to the document, taxi drivers will be checked through this system for whether they have a special insurance policy (OSGOP) and permission to transport passengers.
Currently, the implementation of these checks for the presence of an issued Permit is significantly hampered due to the lack of information in the list of users contained in the System of insurers and (or) other associations and organizations with which insurers exchange information.
The traffic police information system "Web" will also be connected to the system, which accumulates all violations of drivers. According to the Federal Antimonopoly Service, there are 344 taxi units in 85 regions of the Russian Federation, the market of which is currently being checked by the service.
According to the document, the government decree should come into force on September 1, 2025.
Alexey Bykov, a member of the General Council and head of the subcommittee on taxi development of the Delovaya Rossiya NGO, chairman of the Taxi 369 Advisory Council, told Izvestia on May 6 about the disadvantages of illegal transportation. According to him, the departure of some drivers to the "gray" zone may lead to a deterioration in safety and a decrease in the level of taxes.
