Administrative responsibility is provided for the maintenance of animals from the prohibited list. Russians can receive a fine of up to 30,000 rubles, Sean Betrozov, a practicing lawyer at the Moscow Chamber of Lawyers and a member of the Russian Bar Association, told Izvestia.

According to Article 8.52 of the Code of Administrative Offences of the Russian Federation, citizens can receive a fine from 1,500 to 3,000 rubles, officials — from 5,000 to 15,000 rubles, legal entities — from 15,000 to 30,000 rubles.

"If, as a result of a violation, harm was caused to life, health or property, the fines are increased to 30 thousand rubles for citizens and up to 200 thousand rubles for legal entities. In case of serious consequences, criminal liability may occur, including under articles on causing harm by negligence," the lawyer explained.

He clarified that if a dangerous animal is kept in a house or area, then you should immediately call 112. Operational services are required to ensure the safety and organize the removal of animals. You can also send a complaint to the territorial divisions of the Rosselkhoznadzor or to the prosecutor's office. These bodies are authorized to conduct inspections and initiate cases of administrative offenses.

"Animals prohibited for domestic maintenance are transferred to zoos, shelters, scientific or rehabilitation centers after removal. However, there are still not enough institutions in Russia capable of accepting all confiscated pets and providing them with appropriate conditions. In this regard, the Ministry of Natural Resources and Rosprirodnadzor are developing a procedure for the transfer of animals, as well as a plan to expand the network of specialized centers," Betrozov added.

Until September 2025, owners are given the opportunity to voluntarily transfer pets that cannot be kept at home.

At the same time, the lawyer said that in recent years, several high-profile cases have occurred in Russia, demonstrating the danger of keeping exotic and wild animals at home. So, in 2017, in the village of Bear Lakes, a resident sheltered two circus camels, one of which attacked a passerby during a walk, causing serious injuries. In 2019, a lion kept in a garage and a python found on the market were seized during inspections in Moscow.

Earlier in the day, it was reported that the Russian government had reconfirmed the list of animals that are prohibited from being kept at home. The new list includes about 121 species of animals, including certain species of snakes, including cobras and pythons, certain species of turtles, predators and big cats, as well as a number of arachnids (karakurts, black widows and others) and some birds.
