Restrictions on money transfers without opening a bank account are needed to combat criminal proceeds. Candidate of Economics, financial market expert Andrey Barkhota told Izvestia about this on May 12.
Starting from May 30, new rules will come into effect in Russia, according to which people who have not opened a bank account will not be able to transfer more than 100 thousand rubles. If the amount is higher, the person will have to complete a full identification at the bank.
"Income that is gray in nature, partly illegal, usually goes into cash, or circulates through some illegal channels. And there is always a big problem in order to really spend all this through bank accounts," the expert noted.
He added that now people who do not want to open a bank account most often use cash, transferring them in envelopes, books, packages, etc.
According to Barkhota, the new measure will allow legalizing "gray" funds, for example, some incomes of the self-employed.
"The amount of 100 thousand approximately corresponds to those currently in the gray area in terms of earnings, including the self-employed. And if you allow these operations to be performed without opening an account, some of the funds will be sent to a legal channel. That is, it will be in the legal field of the Russian Federation," the expert concluded.
Denis Tsyplakov, Chairman of the VM-Pravo Bar Association, announced on April 28 that the problem of involving children and adolescents in dropper schemes requires urgent attention from parents, law enforcement agencies and financial institutions. The lawyer stressed that not all cases fall under criminal prosecution. For example, if a person accidentally received illegally withdrawn money and returned it, this is not considered a crime — there is no intent. But if the card was handed over for a reward, then this is already complicity.
