The expert named the conditions for obtaining a free land plot in Russia

You can get a land plot for free in some regions of Russia. There are several options to get a cottage or a plot of land for a business, however, the terms of purchase may differ in different regions of the Russian Federation. Vadim Tkachenko, a lawyer, founder and CEO of the vvCube consulting group, told Izvestia about this on May 12.

"At the moment, there is a long-term program "Far Eastern hectare", which allows Russian citizens to receive land in this region, according to FZ-119. Any Russian citizen can apply for farming, housing construction or other activities that are not prohibited by law," the specialist said.

He added that after five years, it is possible to take ownership of the land for free or lease it for 49 years, subject to proper development.

Tkachenko explained that on this land it is possible to run a personal subsidiary farm (LPH), carry out individual housing construction (IHS), agricultural activities, develop tourism activities, and also use the land for entrepreneurial activities. It is important that the site should be developed within three years.

In addition, there is another program for the development of territories.

"Obtaining an Arctic hectare is an opportunity to obtain a plot of land in the Arctic zone of the Russian Federation for various types of activities. The program is relatively new, so it is important to carefully check the information on official resources," the expert advised.

He added that Russian citizens over the age of 18 can participate in the program, but in some regions it is possible to apply from the age of 16.

The site must be located on the territory included in the Arctic zone of the Russian Federation, be suitable for carrying out the declared activity (for example, for the construction of an apartment building), comply with the requirements of land and urban planning legislation, for example, correspond to the intended purpose of the land.

As the lawyer explained, in order to participate, you need to submit an application through the portal of Public Services, or through official portals established by a specific region. Next, you need to select a site on the map or in a special information system. After a positive decision of the Authorized Body, a contract for the gratuitous use of the land plot is concluded with the applicant for a period of five years.

The priority of modern state policy is also the support of large families. For this purpose, there are programs under which land is allocated for housing or personal subsidiary farming.

"Other categories of citizens can also count on receiving such support: combat veterans, the disabled, young professionals working in rural areas (for example, doctors, teachers, agronomists), citizens with special services to the region, people living in rural areas (not all regions)," Tkachenko added.

He added: the criteria are determined by the regional government, information can usually be found on the official websites of the IFC at the place of residence, and you can also consult with lawyers on land legislation.

Earlier, on February 10, Doctor of Law, Professor, Honored Lawyer of Russia Ivan Solovyov announced that from March 1, 2025, a law will come into force that defines a three-year period for the development of land located within the boundaries of settlements, garden and garden plots. According to him, the law refers to problematic areas overgrown with shrubs and weeds that are in a neglected state.
