On May 19, 2025, as part of the XIII St. Petersburg International Legal Forum, the session "Trust but Verify: Transparency of charitable fees" will be held.
The non-profit sector has traditionally been actively involved in solving social problems and provides targeted support to citizens. Today, a significant part of Russian NGOs are engaged in charitable and volunteer activities, which are supported, among other things, by state authorities and local governments.
The session participants will discuss a wide range of topics related to the development of legal regulation of charitable and volunteer activities. Experts will answer the question of how to ensure the protection of personal data of donors and wards in the context of digitalization of fundraising, as well as consider mechanisms that can ensure the publicity of reports on NGO expenditures and the results of their charitable programs.
During the discussion, the need to clarify the criteria for using the term "charity" in the names of organizations will be discussed, as well as the need to introduce mandatory labeling of accounts and posts of NGOs related to charity.
In addition, the session "Protection of national interests in the field of physical culture and sports" will be held on May 19, 2025.
The session participants will consider options for improving the effectiveness of cooperation between "sports" non-profit organizations and government authorities, as well as talk about the place and role of such NGOs in realizing the national interests of the Russian Federation. One of the key issues to be discussed will be the best methods of organizing and operating NGOs to implement national priorities in the field of sports.
The prospects for the further development of the non-profit sector will continue to be discussed on May 20, 2025 at the session "Accessibility and Openness: New Horizons for NGOs". The discussion participants will focus on issues related to the specifics of digitalization of public services for non-profit organizations, increasing the openness of NGOs and developing specific measures necessary to strengthen the dialogue between NGOs, the state and society.
Kuznetsova added that the main trends in the legislative regulation of NGOs are the digitalization of reporting, the possibility of obtaining information about NGOs in a "one-stop shop" on the portal of the Ministry of Justice of Russia, the purpose of which is to ensure uniformity in the application of legislation and increase the confidence of citizens in charitable programs.
The Forum is organized by the Roscongress Foundation with the support of the Ministry of Justice of the Russian Federation.
The XII St. Petersburg International Legal Forum will be held from May 19 to 21 in St. Petersburg.
