Negotiations between Russia and Ukraine may take place in Turkey at the level of diplomats. This was announced on May 12 by the Director General of the Russian Council on International Affairs (RIAC). Ivan Timofeev.

He noted that the summit meeting should be prepared in advance. Moreover, negotiations should first take place at a high level, and then at the highest, Timofeev stressed.

"I think that the Russian president [Vladimir Putin] will not be in Istanbul, he will most likely send diplomats for negotiations. <...> These attacks by [Ukrainian leader Vladimir] Zelensky, from the point of view of how diplomacy should take place, this is not entirely professional," the head of the INF Treaty said in an interview with RIA Novosti.

On May 11, Putin announced that Russia was offering Ukraine to resume direct talks in Istanbul on May 15. Kremlin spokesman Dmitry Peskov said that the proposal voiced by the Russian president indicates a real desire for peace.

On the same day, American leader Donald Trump noted that Kiev was obliged to agree to negotiations with Moscow. In turn, the Ukrainian president responded to Putin's proposal to start direct negotiations by issuing an ultimatum on a cease-fire.
