In 2024, the number of required employees in Russian companies (excluding small businesses) amounted to 2.6 million people. This is stated in the HSE report, which was reviewed by Izvestia. The largest shortage of personnel was recorded in the manufacturing industry (391 thousand people), in trade (347 thousand) and transport (219 thousand).

The increase in required workers is explained by a decrease in the number of able-bodied people due to the demographic pit of 1990-2000, said Sergey Zainullin, a researcher at the Center for Strategic Studies at the Faculty of Economics of the RUDN University.

Many enterprises have already realized that the main way to develop is to use labor—saving technologies and increase labor productivity, said Viktor Lyashok, senior researcher at the INSAP Center of the IPEI Presidential Academy. The labor market began to come into balance. Employers optimize business processes and staff numbers, and are ready to train and develop employees, says Lyudmila Ivanova-Shvets, Associate Professor of the Basic Department of Human Resources Management at the Plekhanov Russian University of Economics, Chamber of Commerce and Industry of the Russian Federation.

Starting next year, the shortage of personnel is likely to decrease, experts believe. The Cadres national project, which was launched on January 1, 2025, will also contribute to this.
