The Federation Council noted the conformity of Putin's proposal on negotiations with Kiev with the interests of the Russian Federation

Russian President Vladimir Putin's proposal to hold direct talks with Ukraine is a logical step and is based on the national interests of the Russian Federation. Andrey Klimov, Deputy Chairman of the Federation Council Committee on International Affairs, told Izvestia on May 11.

"Putin's proposal is very logical, it is based on Russia's national interests. It fully takes into account the fundamental principles of international law, and it is truly capable of ensuring a real, long—term, just peace," he said.

The senator stressed that the Ukrainian conflict was provoked by Western countries and spreads not only across the battlefield, but also to the global economy.

Klimov noted that Putin's proposal to hold a direct dialogue in Istanbul would allow the use of pre-agreed documents that were discussed at the talks in 2022.

"If, as a result of the relevant agreement, it will be possible to cease fire, then it is good. But a cease—fire is not the goal itself, because peace is not a cease—fire, it is much more. And we are talking about a just, long—term, lasting peace," concluded the senator.

On May 11, Putin announced at a press conference that Russia was offering Ukraine to resume direct talks in Istanbul on May 15. At the same time, Russian presidential aide Yuri Ushakov said that the Kremlin would announce who would participate in the Istanbul talks.

Later, retired U.S. Army lieutenant Colonel and political scientist Earl Rasmussen called Putin's proposal to resume negotiations a strong, open and constructive step. Rasmussen believes that Ukraine will not agree to the terms of the Russian president this time either, because Kiev does not want a long-term peace, they intend to allocate time for themselves to rearm and regroup their troops.
