Bookmakers are planned to be exempted from field inspections

Organizers of gambling games (bookmakers and casinos in gambling zones) want to be exempt from field inspections. Such a decree has been prepared by the Ministry of Finance, and Izvestia has familiarized itself with it.

Now in Russia there is a moratorium on on-site inspections. But the activities of gambling organizers are regulated by a separate regulation, which presupposes their conduct. This creates risks of damage to the rights and legitimate interests of market players, said in the explanatory materials to the document. Only preventive visits will remain for them.

Such an approach of the authorities meets the principle of proportionality of intervention in the activities of companies, believes Karina Ponomareva, a professor at the Higher School of Legal Studies of IGSU of the Presidential Academy.

According to the Unified Gambling Regulator, the volume of bets accepted by bookmakers in 2024 amounted to 1.7 trillion rubles (+40%). The audience of the largest legal Russian casinos last year soared by 10% to 2.1 million people. Concerned about the involvement of Russians in gambling, said earlier Deputy Finance Minister Ivan Chebeskov.
