Analysts have calculated the required limit for a family mortgage


The established limits of preferential family mortgages in most Russian cities are not enough to buy an apartment of comfortable size. This is the conclusion reached by analysts of the news agency "Movement.<url>", which studied the situation on the real estate market.
In their study, which Izvestia has, they remind that the terms of the family mortgage program, effective in 2025, make it possible to obtain a loan for the purchase of housing in the amount of 12 million rubles for Moscow and St. Petersburg, and 6 million rubles for other Russian cities. The established minimum initial payment is 20% of the cost of the purchased housing.
"The strongest gap between the cost of a family apartment and the limit of a preferential mortgage, taking into account the minimum initial payment, was recorded in Kazan, with an available loan of 6 million rubles, the weighted average price of a family apartment in the city is approaching 15 million rubles. The situation is similar in Moscow: the weighted average cost is 26.5 million rubles with a limit of 12 million rubles. In Nizhny Novgorod, the gap reaches 43%, family apartments here cost an average of 12 million rubles with a limit of 6 million," the study says.
Family apartments are 20-27% more expensive than the limit on preferential mortgages in Krasnodar, Ufa, Chelyabinsk, Perm, Yekaterinburg and Omsk. The only Russian city in which the cost of family—size apartments is almost completely covered by a preferential mortgage, taking into account the initial payment, is Volgograd. Such housing costs about 8 million rubles on average.
The analysis makes it possible to determine the necessary limits of preferential mortgages that could provide families with the purchase of comfortable housing, the study concludes. Thus, it is necessary to raise the loan amount in Moscow to 20 million rubles, and to 10-15 million rubles in St. Petersburg, Kazan and Nizhny Novgorod. The limit of 8 million rubles will be enough for families in Krasnodar, Ufa, Chelyabinsk, Perm, Yekaterinburg and Omsk. It is enough to increase the limit by 1 million rubles in Novosibirsk, Krasnoyarsk, Voronezh, Tyumen, Rostov-on-Don and Samara. There is no need to review the limit for Volgograd.
"It is now increasingly being said that family mortgage limits should be set differentially, depending on the pricing situation in each city. This approach seems right to us, for most cities, according to our calculations, a fairly small increase in the amount of 1-2 million rubles will be required, and it is significantly necessary to increase the limits in Nizhny Novgorod and Kazan — housing here is expensive with a maximum loan of 6 million rubles. And of course Moscow, especially in its old borders, where families can most often afford only a one—room apartment for the existing limit," the head of the analytical center "Movement" explained to Izvestia.<url>" by Yan Gravshin.
Kirill Seleznev, an expert on the Garda Capital stock market, said on April 23 that with current mortgage rates at 30%, it is most profitable to apply for a minimum term. He also noted that now the mortgage payment scheme does not affect the benefits, since interest is charged at the same rate, and every month people pay as much as they owe the bank.
