Only domestic elevators will be installed during the overhaul of houses

The Ministry of Construction intends to change the system of procurement of elevators under the programs of capital repair of residential buildings - only manufacturers from Russia and Belarus, their official dealers or 100% subsidiary organizations will have the right to participate in tenders. Such a provision is contained in the draft decree of the Russian government, prepared by the agency. It is assumed that this will exclude intermediaries from trade chains, reduce prices and make it possible to load domestic enterprises with state orders.

Most often they are checked by unqualified employees and no technical inspection is carried out.

"The key task is to ensure the loading of Russian factories manufacturing elevator equipment," the press service of the Ministry of Industry and Trade told Izvestia.

According to the results of 2024, underutilization of enterprises by more than 50% was revealed, only 25.9 thousand elevators were produced. At the same time, the capacity of Russian plants can produce more than 65 thousand elevators per year (with a speed of up to 2.5 m/s), the ministry noted.

To participate in the centralized state procurement of elevators for overhaul, the plants must be included in the relevant register. Currently, it includes seven productions with a total capacity of more than 50.3 thousand elevators per year - these are "Evroliftmash", Shcherbinsky and Serpukhovsky elevator plants, "Moslift", Karacharovsky Mechanical Plant, "MEL" and "Meteor Lift", reported in the Ministry of Industry and Trade.

According to the estimates of the Ministry of Construction, there is a possibility to change annually about 24 thousand elevators in apartment buildings (MFD) under the programs of overhaul and 30-35 thousand elevators to use in new construction. However, experts do not share the ministries' optimism.

"Direct purchases may affect the growth of the cost of elevator installation services, as the circle of bidders is narrowed, and the regions will probably have to spend additional money to find installers in the field," Svetlana Razvorotneva, deputy chairman of the State Duma Committee on Construction and Housing, told Izvestia.
