The State Duma proposed prescribing warnings for drivers about the inadmissibility of driving cars after taking such drugs in the instructions for the use of medicines containing narcotic or psychotropic substances. On May 5, the chairman of the State Duma Committee on Labor, Social Policy and Veterans' Affairs announced in his Telegram channel that the relevant bill would be submitted to the State Duma Yaroslav Nilov.
It is proposed to amend article 46 of the Federal Law "On the Circulation of Medicines". According to the deputy, the instructions for a medicinal product containing narcotic or psychotropic substances should reflect the "no traffic" road sign, which is known to every driver. This will draw additional attention to the need to refrain from driving during the period of effect of such drugs on the human body.
"Currently, judicial practice is not in favor of drivers, and almost everyone who has traces of phenobarbital, codeine or other narcotic and psychotropic substances that have entered the human body as a result of taking medications has been brought to administrative responsibility for driving under the influence of drugs," it says. in the explanatory note.
The developers of the bill pointed out that the majority of Russians, taking medications prescribed by a doctor or without a prescription, may not know that some drugs contain substances whose use is incompatible with driving a vehicle. In the case of an examination, this will entail the responsibility of the driver under Article 12.8 of the Administrative Code of the Russian Federation.
On April 16, it was reported that a draft law proposing to give drivers a 50% discount for paying fines within 20 days after traffic violations had been developed and sent for review to the government. This measure should help maintain the workload of enforcement authorities, according to the State Duma.
