Scooter users were offered to be verified through Gosuslugi

A number of kicksharing companies have applied to the Ministry of Finance with a proposal to introduce mandatory verification for users of rental electric scooters through the Gosuslugi portal. This was reported on May 5 by Kommersant with reference to the ministry.

Business representatives are confident that this measure will reduce the number of cases when personal mobility aids (SIM) are rented by minors. The Ministry of Finance reported that they are ready to conduct an experiment with one of the operators for user authorization through Gosuslugi, since legislation needs to be changed for "widespread" verification.

In March 2025, the Moscow authorities ordered kicksharing operators to link the application to their account on mos.ru to tighten access to the service for children and teenagers, since only adults receive a full account on the portal.

In the offer agreements with some electric scooter rental operators ("MTS.Yrent and Yandex.Go) prohibit access to scooters for minors. Whoosh allows 16-year-olds to rent in a number of cities.

On April 30, it was reported that Russian kicksharing operators Whoosh and MTS Yuret had stepped up the fight against the use of rental electric scooters by minors. Since May, companies have tripled the fines for their access to personal mobility equipment (SIM) — from 10 to 30 thousand rubles.

On April 24, it became known that since the beginning of the season, the largest kicksharing companies — MTS Yrent, Whoosh and Yandex Go — have issued 26,640 fines to Russians. This is four times more than in the same period of 2024.
