The Council of the Republic (upper house) of the National Assembly of Belarus has approved a draft law "On amnesty in connection with the 80th anniversary of Victory in the Great Patriotic War." This was reported by the BelTA news agency on May 2.
According to the agency, the first article of the bill proposes to exempt minors, pregnant women, mothers and single fathers with children under 18 from criminal liability if they have not committed serious crimes against life and health. Disabled people of groups I and II are also exempt.
In addition, the bill relieves people with tuberculosis, oncological diseases, HIV-infected people in the late stages and those affected by radiation accidents.
"In total, the amnesty is supposed to be applied to almost 8 thousand convicts," said Interior Minister of Belarus Ivan Kubrakov, presenting the draft document to the senators. His words are quoted by the publication "SB, Belarus Today".
He noted that the adoption of this law and its implementation will not have a negative impact on the criminal situation.
On April 24, the Government of Belarus, on behalf of President Alexander Lukashenko, submitted to parliament a bill "On amnesty in connection with the 80th anniversary of Victory in the Great Patriotic War." It was noted that in order to receive amnesty, convicts must fully compensate for the damage caused during the crimes and have a positive characterization during the period of serving their sentence.
Later, on April 20, the lower house of the Parliament of Belarus approved a bill on amnesty in connection with the 80th anniversary of victory in the Great Patriotic War (WWII). It was noted that about 8 thousand people fall under it.
