12 EU countries have requested budget breaks for the militarization plan.

Germany, Hungary, Poland and nine other EU countries have sent a request to the European Commission (EC) requesting budget relief as part of a new defense strategy to increase defense spending. This was announced on Wednesday, April 30, on the official website of the European Commission.

"To date, 12 EU member states have sent a written request to the European Commission to activate the national provision on exemption from obligations under the stability and growth pact in accordance with the "rearm Europe" package presented in March 2025," the press release says.

These countries include Belgium, Denmark, Estonia, Finland, Germany, Greece, Hungary, Latvia, Poland, Portugal, Slovakia and Slovenia. As indicated in the publication, other EU members are expected to join them at a later stage.

Now the European Commission will have to consider the requests and make a decision.

On April 29, Marianna Evtodyeva, head of the Globalization of Military and Economic Processes group at the IMEMO RAS Center for International Security, said that EU countries would have to lift restrictions on the public debt ceiling and take out multibillion-dollar loans to rearm their armies. According to her, the presented rearmament plan for €800 billion over the next five years cannot be implemented without attracting large loans.
