Apartment prices will no longer rise in 2025. Oleg Bendrikov, a realtor and real estate expert, expressed this opinion on Tuesday, April 29. He also explained that the bill banning the purchase of housing over a million rubles in cash, if adopted, is unlikely to affect pricing in the real estate market.

Earlier, on April 27, it became known about the preparation of a bill that plans to ban Russians from buying housing for cash if its value exceeds one million rubles. The author of the initiative, DEPUTY Svetlana Razvorotneva, believes that the law may be adopted before the end of this year.

"In any case, there are still people who have cash, who have currency. There are those people who want to specify an incomplete amount in the contract, and no one canceled them, and all such transactions are mainly for cash. This is unlikely to have any effect on pricing," Bendrikov said in an interview with Lenta.Ru .

He also noted that the rise in residential property prices stopped six months ago.

"Developers have discounts of up to 10% on full payment, and all of them, both in Moscow and in different regions. On the secondary market, the ads that are displayed are all sold at a discount, all are traded. There is nowhere to grow, the purchasing power of the population is low due to high mortgage rates, and basically all transactions are mortgage-based," the expert explained, adding that the number of transactions has greatly decreased.

According to Bendrikov, nothing in the real estate market will change dramatically in 2025-2026, there will be no market collapse, so he advised buying an apartment according to need, but scrupulously checking documents.

On the same day, Ruslan Syrtsov, managing director of the Metrium company, told the Moscow City news agency that apartments no older than 15 years are in the highest demand in the secondary housing market in Moscow.

On April 28, MR. Analytics analysts informed Izvestia that in the first quarter of 2025, real estate sales in Moscow showed significant growth in all segments of the primary market. The highest demand was recorded in the premium class, which is 61% higher than a year earlier.
