The Ministry of Transport will relieve carriers of fines for non-payment of "Plato"

The Ministry of Transport has taken a number of measures to free cargo carriers from fines for non-payment of the Platon system in case of failures in the operation of the control points of this system. Anton Kozlov, Deputy Director of the Department of State Policy in the Field of Road Management at the Russian Ministry of Transport, announced this at a round table in the State Duma on April 29, the Izvestia correspondent reports.

"We see that in some cases, due to the effects of electronic warfare, the Platon system does not work correctly. To avoid unjustified fines for cargo carriers in such situations, part of the framework used to control payment in the Platon system was equipped with special devices that detect the effects of electronic warfare systems and disable this framework," said Kozlov.

According to the representative of the Ministry of Transport, in this case, such a frame will not send data about the vehicle and the cargo carrier will not receive a fine for non-payment of Plato. Kozlov also said that the Ministry of Transport of the Russian Federation is promptly developing amendments to legislation related to changes in the scheme of charging fines for overloading for cargo carriers.

On February 12, it was reported that the State Duma adopted in the first reading amendments to the Code of Administrative Offences prepared by the government, providing for an increase in fines for non-payment of trucks weighing more than 12 tons on federal highways (the Platon system).

In December last year, it became known that the Ministry of Transport of the Russian Federation proposed a phased cancellation of discounts for fees under the Platon system. It is assumed that with the phasing out of the practice of using discounts from February 1, 2026, the fee will amount to 5.1 rubles per 1 km. It is planned to completely abandon the use of a lowering coefficient to the tariff starting from February 1, 2028.
