"The judge of the National Court of Spain, Jose Luis Calama, initiated preliminary proceedings to investigate whether the shutdown of the Spanish electricity grid was the result of an act of information sabotage of Spain's critical infrastructure," the publication says.
In the document available to the agency, the judge notes that the cause of the massive failure has not yet been established, but cyberterrorism is considered as one of the possible versions. According to the agency, the incident may be recognized as an act of terrorism if it turns out that the purpose of the alleged attackers is to undermine the constitutional order or disrupt the work of critical services.
According to Europa Press, in his speech in Moncloa, Spanish Prime Minister Pedro Sanchez reviewed the report of the operator Red Eléctrica, which excludes the possibility that the power outage was caused by a cyberattack. However, the government will conduct an "independent analysis" using "all necessary resources" to determine the cause of the power outage.
"To this end, the Spanish government, through its National Security Council, has established an investigation commission headed by the Ministry of Environmental Transition," the Prime minister said.
He also guaranteed that the government would hold private electricity operators accountable for "all relevant issues."
A large-scale power outage in Spain and Portugal occurred on April 28. It has affected the operation of public transport, power lines and telephone communications in parts of Madrid, Barcelona and Lisbon. Later, Spanish and Portuguese media reported that specialists had begun work to restore power supply.
Later that day, the Portuguese electricity grid operator Ren cited a rare atmospheric phenomenon as the cause of the outage in the Spanish and Portuguese power grids.
