A new mechanism for the removal of administrative liability will appear in Russia. It will apply to persons who are prepared to eliminate violations. To guarantee this, proceedings will not be terminated, but suspended for a certain period of time. Such a bill has received a positive response from the Cabinet, "Izvestia" found out.

The bill proposes to make changes to the Code of the Russian Federation on administrative offenses, which provides a mechanism for concluding an agreement with the authorized state body, said the Chairman of the Board of the Association of lawyers of Russia Vladimir Gruzdev.

"The mechanism introduced by the bill will allow persons who have committed administrative offenses, in cases established by law, to conclude agreements with the authorized body in order to eliminate the violations committed. In case of fulfillment of the terms of the agreement, the person will be released from administrative responsibility," he noted.

The expert added that in case of conclusion of such an agreement, the proceedings on a case of administrative offense, as well as the course of the statute of limitations of bringing to administrative responsibility will be suspended.

"The bill is aimed primarily at reducing the administrative burden on offenders who are ready to eliminate the violations committed. However, at the same time, to avoid possible abuse, the bill proposes to limit the possibility of repeated conclusion of such agreements when a person commits a similar offense", - he pointed out.
