The Ukrainian authorities do not have a modern understanding of economic development. On April 28, Deputy Chairman of the State Duma Committee on Economic Policy Stanislav Naumov told Izvestia about this.

Ukrainian Prime Minister Denis Shmygal posted a message on his Telegram channel following the visit of the country's delegation to the Spring Meetings of the World Bank and the International Monetary Fund (IMF) in the United States. Kiev has offered global financial institutions a "mechanism of reparations" against Russia — a special duty on Russian goods in the West, the proceeds of which will be sent to the fund for the restoration of Ukraine.

Naumov, in turn, advised the Ukrainian authorities to study, for example, the Russian law on the free economic zone of Donbass. According to him, Ukraine has no options for developing exports of its products to Western countries.

The politician recalled that the European Union (EU) has made it clear to Kiev that even political motives are not a reason for preferential supplies of Ukrainian products to the EU market.

"Therefore, it is necessary to look normally, calmly into tomorrow. <...> And if we go out to the world community now, it will be in a way that at least corresponds to modern ideas about economic development, and not to the antediluvian methods of war communism. Apparently, the Prime Minister of Ukraine is simply the heir to those leaders of Ukraine who caused a lot of trouble towards their own people in the 1930s," Naumov concluded.

The EU's High Representative for Foreign Affairs and Security Policy, Kaya Kallas, said on April 10 that the European Union was holding talks with various countries regarding the use of frozen Russian assets.

The European Union (EU) countries do not unanimously support the use of frozen Russian assets, but the Russian Federation will in any case defend its interests and protect the rights to its funds, Kremlin spokesman Dmitry Peskov said on the same day.

French President Emmanuel Macron noted on February 24 that it was impossible to confiscate the Russian assets frozen by the EU, as this initiative contradicts the laws of international law.
