Lavrov said that Kiev was incapable of negotiating in negotiations on Ukraine

Russia remains open to negotiations, but the "ball" is not on its side, and so far Ukraine has not demonstrated its ability to negotiate. This was announced on April 28 by Russian Foreign Minister Sergei Lavrov in an interview with the Brazilian newspaper O Globo, a translation of which was published on the official website of the Russian Foreign Ministry.
"The regime of [President of Ukraine Vladimir] Zelensky showed a lack of political will for peace and unwillingness to abandon the continuation of the conflict, which is supported by Russophobic circles in a number of EU countries, primarily France and Germany, as well as Britain," Lavrov said.
The minister noted that US Secretary of State Marco Rubio assured him that the discussions on Ukraine in Paris were conducted in line with previous consultations between Moscow and Washington.
According to Lavrov, all Kiev's obligations should be legally fixed, have enforcement mechanisms and be indefinite in nature. The Minister pointed out that Russia will seek reliable security guarantees to protect itself from the threats posed by the hostile activities of NATO, the EU and their individual member states on the western borders of the Russian Federation.
The Foreign Minister said that international recognition of Crimea, the Donetsk People's Republic (DPR), the Luhansk People's Republic (LPR), the Kherson and Zaporizhia regions as Russian territories is imperative in resolving the conflict in Ukraine.
On April 27, Lavrov noted that negotiations with the United States to resolve the conflict in Ukraine were moving in the right direction. He recalled that the American Secretary of State, among other things, expressed the opinion that during the negotiations Washington better understood Moscow's position and the underlying causes of the conflict.
