If deployed in Ukraine, the British military will train Ukrainian military personnel, but will not participate in combat operations. This was reported on April 28 by The Telegraph newspaper with reference to a letter from British Defense Minister John Healey.
"We expect these goals to focus on restoring modern and combat—ready Armed Forces of Ukraine (AFU), rather than conducting combat operations," the publication says.
According to the newspaper, Healy refused in a letter to depart from the European Convention on Human Rights (ECHR) in relation to peacekeepers. He said this in response to a proposal to waive the provisions of the convention in order to avoid a "legal conflict" with Russia, which could appeal to London courts due to the presence of the British contingent in Ukraine.
The British newspaper The Times noted on April 24 that in the "coalition of the willing," Britain and France had weakened their commitment to sending peacekeeping forces to Ukraine. It was clarified that the initiative to deploy troops belongs to British Prime Minister Keir Starmer and French President Emmanuel Macron. Paris and London expressed concerns that Moscow might perceive this initiative as a unilateral measure and reject it.
In addition, on April 6, the heads of the general staffs of France, Great Britain and Ukraine discussed the possible deployment of peacekeepers to the territories controlled by Kiev. On March 27, Russian Foreign Ministry spokeswoman Maria Zakharova stressed that Moscow is categorically against the deployment of so-called Western peacekeepers in Ukraine, as this is fraught with the danger of a direct clash between Russia and NATO.
