Authorities to wean banks from accepting payments in state institutions

In Russia, in 2025, they want to launch state acquiring for the acceptance of payments by state institutions. This was told to Izvestia by the press service of the Treasury.

Such a mechanism will allow not to pay interest for transactions to acquiring banks that serve state institutions - in particular, we are talking about payments for educational services in schools, kindergartens, universities.

"If a state institution will use the system of fast payments (SBP), the Treasury will exclude credit organizations from this process. In this case, the service itself acts as the acquiring bank of such payments. There remains only the bank of the payer (where the account is opened by the citizen), which pays the charge or goods", - specified in the press-service.

At the same time, taking into account inflation and high rates of economic growth, transactions in favor of government agencies this year will be about 2-3 trillion, said Freedom Finance Global analyst Vladimir Chernov. Thus, institutions will be able to save about 1.5% of this amount - that is, 40-60 billion rubles.

"Banks have long ago turned the commission for accepting payments into a stable source of income, without taking into account the fact that we are talking about mass, mandatory and often socially important payments. In fact, the state subsidized credit institutions, paying the commission for accepting money, for example, for circles in kindergarten or state duty," - said leading analyst of AMarkets Igor Rastorguev.
