Lavrov personally sent Rubio and the UN a list of attacks by the Ukrainian Armed Forces on Russian energy facilities.

On April 27, Russian Foreign Minister Sergei Lavrov announced that he had sent US Secretary of State Marco Rubio lists of attacks by the Armed Forces of Ukraine (AFU) on energy infrastructure that took place during the 30-day moratorium.

"I have personally sent a list of these attacks to US Secretary of State Marco Rubio and the UN. This list is really revealing and speaks for itself," Lavrov said in an interview with CBS television.

Lavrov also pointed out that Russia had not violated the 30-day moratorium on attacks on energy infrastructure, and the Ukrainian Armed Forces had "violated it several hundred times."

"We only strike at military targets or civilian facilities used by the military. Russian President Vladimir Putin has said this many times, and now the situation is no different," the Foreign Minister said.

The minister added that Russian commanders on the ground have the right to attack targets if they are used for military purposes.

Lavrov also rejected accusations of deliberate attacks on civilian targets, noting that "unlike NATO's actions in Belgrade in 1999," Russia adheres to the principle of minimizing civilian casualties.

"If you look, for example, at the situation in the Kursk region, there has not been a single military target over the past six months," the minister said.

The Foreign Minister also commented on US President Donald Trump's call for a ceasefire. According to him, Putin supported the idea of a 30-day cessation of hostilities, putting forward conditions "aimed at preventing a repeat of violations of past agreements by Ukraine." Among the conditions is the cessation of arms supplies to Kiev.

"Do you know what the EU High Representative for Foreign Affairs and Security Policy, Kaya Kallas, and NATO Secretary General Mark Rutte said about the ceasefire and settlement? They explicitly stated that they would support only the agreement that would eventually make Ukraine stronger," the minister said.

Earlier, on April 26, Lavrov said that Russia was putting forward and considering serious proposals for a peaceful settlement of the Ukrainian conflict, and negotiations on the issue were continuing. He clarified that the Russian representatives are polite and therefore do not publicly disclose the details of the negotiations, unlike the President of Ukraine, Vladimir Zelensky. Lavrov stressed that this is not serious.

American leader Donald Trump announced on April 25 that most of the main points of the deal on Ukraine had already been agreed. He stressed that he considers it necessary for both sides to hold a meeting at a very high level in order to finalize an agreement.

At the same time, Trump said that his special envoy Steve Witkoff had a "good meeting" with Russian President Vladimir Putin in Moscow, during which the possibility of resuming direct talks between the Russian and Ukrainian sides was discussed. According to Russian presidential aide Yuri Ushakov, Putin's meeting with Witkoff today symbolizes the alliance between Russia and the United States in the fight against Nazism.
