In the Russian Federation, business fines were abolished in 2025 for skipping the filing of the first VAT declaration.

The government has imposed a moratorium on value-added tax (VAT) fines until the end of 2025 for entrepreneurs working under the simplified taxation system. This was announced on April 25 by the press service of the Cabinet of Ministers.

It is noted that in this way the authorities decided to support entrepreneurs who will become VAT payers for the first time.

"Penalties will not be applied to them for failure to submit the first VAT tax return on time if such a tax return is submitted for the first time in any of the quarters of 2025," the government's Telegram channel says.

Such a solution should help businesses to calmly reconfigure accounting software, as well as carefully study the procedure for filling out a VAT declaration, the Cabinet of Ministers clarified.

On April 22, Russian Prime Minister Mikhail Mishustin announced that despite external pressure, investors continue to systematically finance Russian projects. He noted that the Government of the Russian Federation is working to reduce the administrative burden and reform control activities, helping to reduce the financial costs of entrepreneurs. Thus, on behalf of Russian President Vladimir Putin, a tax deduction was established that allows reducing income tax on capital expenditures in the framework of investment projects.
