Chairmen of house councils will approve the "Housing and Communal Services Development Strategy-2030" at the YApravdom forum

At a press conference in the Izvestia News Center on April 25, 2025, representatives of the Yauprad public movement announced the start of work on a housing and communal services development strategy.

The strategy will be discussed and adopted at the All-Russian Forum of Chairmen of House Councils in November this year as part of the business program of the UK Fair, which will be held from November 21 to 23 at Pavilion 57 of VDNH.

"Currently, a large number of problems have accumulated in the field of MCD management, which require immediate solutions. That is why we decided that it is necessary to prepare a strategy for the development of the industry, which will be written by the chairmen of the house councils — people who "work on the land" and know the situation from the inside," said Sergey Krekov, leader of the YAupradom public movement.

At the press conference, the first proposals for the future strategy were announced, which have already been received from the chairmen of the house councils.

Among them:

• An increase in the number of private management companies on the market
• Creation of an understandable and transparent methodology for tariff formation of the Criminal Code
• Expanding the powers of the chairmen of the House Councils
• Changing the status of apartments, namely, the possibility of registering in them at the place of residence, as well as monitoring the work of the Criminal Code by housing inspections
• All employees of the Management Company have confirmed professional qualifications.
• The developer's obligation is to conduct tenders when choosing a management company for a new building.

Further discussion of the strategy is planned to be held within the framework of thematic round tables, which the Yauprad movement will hold with
with the chairmen of the house councils in Moscow, Kazan, St. Petersburg and Nizhny Novgorod.

All active residents who are not indifferent to the fate of their homes are invited to participate.

"We have to work out the mechanics of who, how, for what money and on what grounds is engaged in the maintenance of our homes. We advocate for open market relations, for the Management Company to operate on the basis of an agreement, which clearly defines the customer in the person of the chairman of the house council and the service provider," explained Sergey Krekov.

The approved text of the strategy will be sent to all political parties that declare their participation in the 2026 State Duma election campaign in order to be included in their election program. Thus, the provisions of the housing and communal services development strategy 2030 will be implemented at the legislative level.
