Privatization revenues doubled the annual plan and amounted to 9.5 billion rubles
According to the results of the first quarter of 2025, privatization brought more than 9.5 billion rubles to the budget, the press service of the Federal Property Management Agency told Izvestia. In total, the financial plan for 2025 envisages half the amount - 5.5 billion rubles.
The authorities managed to make money on small deals. For example, in the Yaroslavl region they sold shares of the clay mining company "Quartz", and the Moscow firm "Stalox" became the owner of the exhibition center "Bashkortostan" for 53 million.
The government traditionally prefers to make not too optimistic forecasts for revenues that are difficult to predict - privatization is among them, explained Vladimir Klimanov, director of the Center for Regional Policy of the IPEI Presidential Academy. Each transaction is individual: it is impossible to predict the exact value of an enterprise at the stage of sale, he noted.
At the same time, the state is interested in keeping only strategically important enterprises in its ownership and management, said Olga Belenkaya, Head of Macroeconomic Analysis at Finam. At the same time, privatization brings additional revenues to the budget, which can partially compensate for the reduction of the liquid part of the National Wealth Fund.
"However, if the treasury is replenished with only a few hundred billion a year, it is not that much money for the budget. In addition, proceeds from the sale of property are most often of a one-time nature. And the Ministry of Finance can constantly receive dividends from assets in the state property", the expert believes.
