Stepan Babanov, who painted the memorial wall of Viktor Tsoi on the Old Arbat, was placed under administrative arrest for seven days. This was reported on April 24 by a correspondent of Izvestia from the Presnensky District Court.

The detainee himself believes that he has not committed anything illegal, as they write and draw everything on the wall.

"In fact, I didn't break anything, because this wall, you saw, there are not the best quality images, and people are painting there in broad daylight. I specifically studied the law before going and writing on it," the man said.
