To further regulate the video game industry, it is necessary to conduct research to find out what players need and what they see as a threat. This was stated by the head of Roskomnadzor Andrey Lipov at the round table "Legal regulation of the video game industry and in-game content in the context of the draft Federal Law "On the development and distribution of video games in the Russian Federation." His words were provided to Izvestia on April 24 by the RCN press service.
"I would like to understand what our players need, what they see, what they want, what they see as a threat, and whether these threats affect them at all. <...> We need to continue to explore this topic, regardless of whether we adopt the law or not, whether it is effective or ineffective. It will need to be developed, research will definitely be needed," he stressed.
He also noted that when regulating the industry, it is necessary to rely on the interests of domestic game developers.
At the same time, speaking about the use of artificial intelligence in games, he clarified that AI should be considered as a kind of knowledge reproduction system.
"After all, the key word is intelligence. Not artificial, but intelligence. It is important for us to look at intelligence as a kind of national system of knowledge reproduction. <...> It is very important that this intelligence is sovereign," Lipov added.
In mid-December 2024, a bill was submitted to the State Duma for consideration, according to which it is proposed to introduce labeling of video games based on their content. One of its initiators, State Duma deputy Anton Gorelkin, also said that the adoption of the law would make it possible to prescribe basic definitions for future norms that would help develop the gaming industry in Russia and lay the foundation for systemic support for the domestic gaming industry.
