Russians received 24 billion rubles on Far Eastern and Arctic mortgages

According to the results of the first quarter of 2025, Sber issued 24 billion rubles under the preferential program "Far Eastern and Arctic Mortgages," said Alexey Leipi, director of Sberbank's Domclick department, speaking at the Domclick Digital Day conference in Vladivostok. This is 9% more than in the same period last year. The share of the program in Sberbank's total mortgage disbursements increased by 1%, reaching 6.5%.

More than half of all renditions occurred in three leading regions — Primorsky Krai (27.4%), the Republic of Buryatia (20.8%) and Khabarovsk Krai (16.6%). At the same time, housing in the primary market was most popular in the first quarter of 2025: the share of new buildings in the total volume of disbursements under the program was 82%, an increase of 10% compared to the fourth quarter of 2024. The highest demand for primary housing was registered in the Khabarovsk Territory (94%), the Arkhangelsk Region (92%) and the Republic of Buryatia (88%).

The share of second homes purchased under the Far Eastern and Arctic Mortgage program was 16%, down 2% from the fourth quarter of 2024. The highest proportion of ready-made housing mortgaged under this program was recorded in the Amur Region (57%). The share of secondary housing in the Sakhalin Region was about 40%. The Kamchatka Territory closed the top three in terms of demand for ready-made apartments (27%).

The share of residential housing in the volume of loans for Far Eastern and Arctic mortgages remains small, amounting to about 1%. Nevertheless, relative to the average figures for the regions of the program, the proportion of residential housing is high in the Kamchatka Territory (10%) and the Republic of Yakutia (6%).

Residents of the regions where the program operates are also actively purchasing housing at their own expense. According to the results of the first quarter of 2025, the number of non-mortgage transactions using Sberbank services exceeded 8.4 thousand, which is 55% of the total number of all real estate transactions in the Far East and the Arctic zone.
