They want to increase the fine for illegal employment of migrants to 2 million rubles. As Izvestia found out, such a bill will be submitted to the State Duma on April 24 by the head of the Fair Russia — For Truth party, Sergei Mironov.
"With prices and wages constantly rising, the current fines have lost their relevance, which requires their revision and alignment with the real economic situation. At the beginning of 2024, the maximum salary of migrants in production reached 105 thousand rubles per month, and by the summer it had grown to almost 150 thousand rubles," explains the need for the measure in the explanatory note to the bill, which is available to Izvestia.
It emphasizes that the initiative is aimed at adjusting penalties to take into account the increase in migrants' salaries and inflation that has occurred since the last large-scale revision of these standards in 2016.
"I propose to increase the fines for employing migrants without a work permit several times. For officials – up to 350 thousand rubles, for legal entities — up to 2 million rubles," Mironov told Izvestia.
He also noted that recently, due to inflation, lawmakers have increased some fines in other areas. For example, in 2023, sanctions for violations related to the processing of personal data were increased. Since January of this year, for traffic violations, and in February 2025, the State Duma decided to increase fines for the sale of tobacco products to minors.
"Sanctions for illegal employment of migrants have not increased against the background of inflation, and we consider it reasonable to conduct an "indexation". I believe that the adoption of the bill will restore the preventive function of administrative fines and reduce the scale of illegal employment of migrants in Russia," the deputy explained.
Earlier, on April 14, it was reported that in Russia they want to ban migrants included in the register of controlled persons of the Ministry of Internal Affairs of Russia from registering as self-employed. According to the document that Izvestia has, we are talking about migrants who do not have legal grounds to stay in the country, therefore they should not have the right to apply a special tax regime "Tax on professional income."
