The foreign ministers of Germany, France and the United Kingdom refused to participate in the summit on Ukraine in London on April 23, which lowered the status of the event to a lower level. This was reported on April 23 by Sky News channel.

It is specified that instead of meetings of the foreign ministers, negotiations will be held at the level of high-ranking officials, which accordingly lowers the status of the negotiation process.

At the same time, it is noted that Ukrainian Foreign Minister Andriy Sibiga is still planning to meet with British Foreign Minister David Lemmy.

On April 22, The New York Times wrote that U.S. Secretary of State Marco Rubio canceled his trip to London after remarks about Crimea by Ukrainian President Vladimir Zelensky. According to the publication, Washington planned to propose to Kiev at the upcoming meeting to recognize Crimea as Russian territory. This did not suit Zelensky, who told the press about his unwillingness to have such conversations.

At the same time, it was reported that US President Donald Trump's plan to resolve the conflict in Ukraine may be presented in London on April 23. The points of the plan include a cease-fire, direct negotiations between Moscow and Kiev, the rejection of Ukraine's admission to NATO and the recognition of Crimea as Russian.

Kremlin spokesman Dmitry Peskov noted on the same day that the Russian Federation continues contacts with the United States on the Ukrainian issue through all possible channels. At the same time, he added that Moscow is not inclined to force a peaceful settlement into a tight time frame.
