The State Duma wants to give parents the right to visit their children in jail.


The State Duma proposed to provide suspects or accused women whose children have not reached the age of four with the opportunity to travel outside the place of detention every two months to visit the child for up to three days. Men will also be able to use the right to a date outside the pre-trial detention center if they are the only parent. As Izvestia found out, such a bill is aimed at being recalled to the government by deputies of the LDPR faction led by Leonid Slutsky.
According to the authors of the initiative, such a measure will allow men and women in custody not to lose an important connection with their young children, and will also encourage such citizens to behave in a socially acceptable manner. The relevant draft law is aimed at the conclusion of the Government of the Russian Federation on April 22, 2025.
At the same time, the right to meet with a child outside the place of detention will not apply to citizens who are being held under particularly dangerous articles, including terrorism and extremism, it is specified in an explanatory note that appeared at the disposal of Izvestia.
"Communication between a prisoner and his loved ones, the realization that they are waiting for him at home, can set a person on the path of correction. In addition, while the investigation is underway, the guilt of the citizens in jail has not yet been proven, and the court may terminate the criminal case or pass an acquittal. That is why we consider it necessary to provide mothers in custody and fathers, if they are the only parent of a child under four years old, with the opportunity to see their children more often," Slutsky explained to Izvestia.
According to him, a three-day meeting between a parent and his child can help maintain the bond between them. He added that such exemptions would apply to people convicted of minor offenses and to those whose guilt had not been proven.
Currently, suspects and accused women who are held in a pre-trial detention center can live there with a child up to four years old only if the baby was born directly in the place of detention after the mother was taken into custody. In addition, current legislation allows women with children under the age of 14 to receive one additional appointment with them every 30 days. However, since the total number of visits per month should not exceed two, a woman may not have the opportunity to see other relatives or other persons.
Artem Metelev, chairman of the State Duma Committee on Youth Policy, told Izvestia on September 17 that Russia could impose a ban on the administrative arrest of single fathers. The document suggests that men who raise a child under the age of 14 alone should not be subjected to administrative arrest if they are the only adoptive parents, guardians, guardians of a child or a disabled child.
