The penalty for stowaway travel will be tripled in St. Petersburg


The authorities of St. Petersburg plan to triple the fine for stowaway travel to 1,500 rubles. Amendments to the city law "On Administrative Offenses" were introduced by Governor Alexander Beglov. The document was posted in the database of the legislative Assembly, the 78 TV channel reported on Tuesday, April 22.
In 2013, the government of the city on the Neva River imposed an administrative fine of 500 rubles for traveling on public transport without payment. The amount was 7.6% of the cost of living (6612 rubles 90 kopecks) for the fourth quarter of 2012.
For 2025, the government of St. Petersburg has set a living wage of 19,329 rubles. Thus, the fine will amount to 1,500 rubles (7.8%).
The document notes that in 2024, 14,731 administrative protocols were drawn up for attempting to travel for free. A year earlier, 11120 protocols were drawn up.
