The Comprehensive Strategic Partnership Agreement between Iran and the Russian Federation is intended to create a legal framework for already implemented and future bilateral projects between the two states. This was announced to Izvestia on April 21 by Grigory Lukyanov, senior lecturer at the Higher School of Economics and researcher at the Institute of Oriental Studies of the Russian Academy of Sciences.

The document demonstrates the parties' intention to develop cooperation despite the structural differences between the economies of the two countries, as well as the unfavorable market conditions caused by sanctions pressure from Western countries, Lukyanov stressed.

According to him, the agreement is intended not so much to open new horizons as to create an institutional legal framework for already implemented bilateral projects and future multilateral cooperation.

"The agreement is designed to make cooperation between Russia and Iran, including in the development of regional infrastructure, infrastructure within the North-South corridor, open, understandable and predictable for investors from among the states of the regions, neighboring regions, the Middle East, the Middle East, South Asia and the South Pacific region," the expert concluded.

Russian President Vladimir Putin and Iranian leader Masoud Peseshkian signed the Comprehensive Strategic Partnership Agreement between the two countries on January 17. At that time, the Russian leader called the document a breakthrough, and the tasks set out in the new agreement between the two countries were ambitious and aimed at developing cooperation. On April 21, the document was ratified.

In January, Iran's ambassador to Russia, Kazem Jalali, announced that the agreement was for a period of 20 years, and also said that it contained 47 articles covering all areas of bilateral cooperation. According to the diplomat, when drafting the document, the main focus was on "balance, principles of sovereignty and respect for the territorial integrity of countries."
