More than 120 thousand Russians were declared bankrupt through the court

In January–March, the courts declared 120.99 thousand people bankrupt. This follows from the data of the Federal Resource, which is available to Izvestia.

It is specified that the number of bankruptcies in the framework of the judicial procedure increased by 34.8% compared to the first quarter of last year. However, over the past year, the growth rate of citizens' insolvency under the paid mechanism has begun to gain momentum again: for example, in the first quarter of 2024, the number of bankrupts increased by 18% compared to the same period in 2023.

At the beginning of 2025, the leaders in the absolute number of bankruptcies were: Moscow Region, Krasnodar Territory, Moscow, Sverdlovsk Region and Saint Petersburg. As before, citizens themselves initiate their own bankruptcy proceedings (97.1%). The rest: bankruptcy creditors and the Federal Tax Service of Russia, according to the materials.

According to the materials of Fedresurs, 15.65 thousand procedures were initiated as part of the out-of-court mechanism in the first quarter, which is 24% more than in the first quarter of last year. A year ago, there was a surge in the number of bankruptcies under the free debt relief scheme, then there was a five-fold increase in their number by the first quarter of 2023. This happened against the background of the expansion of the criteria for access to the procedure.

It is noted that residents of the Krasnodar and Altai territories, as well as the Sverdlovsk, Chelyabinsk and Orenburg regions, resorted most of all to the procedure for getting rid of debts without trial, according to statistics.

"The increase in applications submitted by citizens to the IFC for out—of-court bankruptcy is caused by positive changes in legislation that have made this procedure much more convenient for citizens," explained Maxim Kolesnikov, First Deputy Minister of Economic Development.

Alexey Yukhnin, head of Fedresurs, noted that the demand for both judicial and extrajudicial procedures continues to grow, but at a moderate pace, which indicates a certain maturity of the mechanisms.

On February 17, Viktor Panchenko, head of the restructuring practice at YUR-PROJECT, spoke about ways to protect the rights of equity holders in the event of a developer's bankruptcy. According to him, escrow accounts are the main such mechanism. The apartment must be purchased under an equity participation agreement after July 1, 2019.
